Bar Peter Utah has over three decades of extensive, wide-ranging and qualitative experience as a lawyer nationally and internationally, in both the private and public sectors. Peter Utah received his LLB (Hons) from University of Nigeria Nsukka, in 1980 and was called to the Nigerian Bar in 1981.Since being called to the Bar Peter Utah has received extensive post-graduate training in oil and gas negotiations at several international courses and conferences, including the Executive Program in Mastering Negotiations at Harvard University and the Association of International Petroleum Negotiators (AIPN) training programs. Peter Utah served as the Chief of Staff to the President of the Senate of the Federal Republic of Nigeria from October 2000 to May 2003, Commissioner for Petroleum and Environment in Imo State between June 2011 and August 2012 and as Commissioner for Transport and Aviation between August 2012 and April 2013. He has at different times advised several oil & gas related businesses. He has at different times advised several oil and gas related businesses. He worked in collaboration with others in finalizing nearly USD 170 Million worth of direct credit financed by Export-Import Bank of the United States. He is currently the Principal Partner of the firm. He is a member of the Nigerian Bar Association, International Bar Association, Association of Petroleum Negotiators (AIPN) and Institute for Energy Law.

Has about 24 years law practice experience, both as a litigator at the beginning and in the last ten years as a corporate and consulting attorney. He has extensive experience in regulatory reforms and corporate management in Nigeria, and in supporting the work of many international agencies, public bodies, private companies and civil society organizations as well delivering extensive advisory projects providing law reform and institutional development guidance for National and sub-national governments, and civil society organizations. He has good knowledge of national and international anti-corruption systems. Chizoba holds an MBA Management Degree, a Post Graduate Diploma in Anti- Corruption Studies and works out of the Abuja Office. He is an American Certified PPP practitioner and also holds an MSC in public procurement management for sustainable development from Turin University Italy. He is a member of the Governing Board of Rhema University.
OSITE OKOCHA

Osite Okocha has a wide experience in law practice as a commercial litigation lawyer, Bar Executive, and Public Servant. With over 16 years post-qualification experience as a lawyer, he has done considerable work in commercial litigation, development law, alternative dispute resolution, law and institutional reforms, management & administration, and public service. His professional experience is varied and covers contentious and non-contentious matters. Osite worked in the law firm of Olise Agbukoba Legal for years before he joined the Nigerian Bar Association, the umbrella professional association of lawyers, which regulates and represents the legal profession in Nigeria, as its first Executive Director. While in the NBA he worked in various capacities as a public interest attorney, and pioneered the professionalization of the management of the NBA and the institutionalization of its advocacy for the public good. In the course of his work, he has supported justice sector institutions, public sector bodies, corporate and civil society organizations, provided policy and legal advisory services to various companies and government agencies. He has also supported lawyers and law firms in the areas of regulation, practice development, and professional ethics. He was a member of the team that established the Nigerian Bar Association Institute of Continuing Legal Education, and also designed the continuing professional development programme for lawyers in Nigeria. He was also a key member of the team that established the NBA Section on Public Interest and Development Law. Since his admission to practice law, Osite has attended several training programmes, including a Commonwealth sponsored Professional Fellowship Programme in London, and Leadership and Management training supported by the International Bar Association in London, and American Bar Association in Chicago. He has attended several national and international conferences and workshops. He was a member of the Governing Board of Corporate Affairs Commission in Nigeria. He is a member of the Nigerian Bar Association, International Bar Association, International Division of Law Society of England and Wales, and Associate member of American Bar Association.

ERUMA, SAMUEL (PhD)

Sam Eruma is a Law Teacher and Solicitor, called to the Nigerian Bar in 1988. He holds a first degree in Law; his second degree was in Law and Political Science (International Relations) from University of Lagos, and doctorate degree in African Law from the University of Ibadan. He has specialized certificates in Mediation and Other Methods to Foster Democratic Dialogue (2006), Public Service/Interest Lawyering (2008) and Leadership and Management for Integrity (2014) all from the Central European University, Budapest; and in International Humanitarian Law from the International Center for the Study of International Humanitarian Law, Geneva (2004). Sam is also trained in Project Evaluation/Impact Assessment from INTRAC, Oxford (2011) and in clinical legal education methods.As member of the clinical legal education movement, he was part of the Nigerian delegation to the African Legal Clinics Roundtable Meeting at Cape Town, 2007; on advocacy visit to two Universities in Ghana, 2012; and Nigerian coach at the International Client Counselling Competition, at University of Hong Kong in April 2010. Sam Eruma has presented lessons and conducted sessions at many clinical legal education teacher training workshops, at Conferences of Nigerian Association of Law Teachers, and recently presented at the 3rd UNITAR-Yale Conference on Environmental Governance and Democracy, Yale University, 2014.Sam is a former Head, Department of Jurisprudence, International and Public Law; and former Coordinator of Clinical Legal Education Programme, Faculty of Law, Abia State University, Uturu, Nigeria. At undergraduate level, he currently teaches Labour/Industrial Law, Company Law and International Humanitarian Law in addition to supervising a Law Clinic, and also moderates Environmental Law and Policy at postgraduate level. He is widely published in clinical legal education, human rights, access to justice and labour/industrial law-with the latest work in Public Interest Lawyering-Theory and Practice, and has experience addressing related practice issues.

Seemi’s specialty lies in the utilization of the law, media and technology towards inclusive Governance. In the last decade, Seember has coordinated the development and deployment of a globally recognized, award-wining Governance monitoring portal in Nigeria ; which was developed to support the operability of reform laws including the Public Procurement Act 2007 and the Freedom of Information Act 2011. Seember provides technical and peer learning support to groups including the National Democratic Institute and Core operations unit of the World Bank Africa region in the formation of multi-stakeholder contract monitoring coalitions in Nigeria and African countries respectively. Seember is one of 17 sprinters, convened by the World Bank Institute, to champion open contracting practices across the globe. Seember along with other Open Contracting sprinters, authored the 1st edition of the Open Contracting Guide . As a member of the Open Data Working Group set up by the Federal Ministry of Communication Technology, Seemi has assisted the group in drafting an initial legal and policy framework and a draft open data communication strategy. Seemi pioneered rankings on FOI compliance among Nigerian public institutions and increasingly contributes to the development and evolution of frameworks around economic regulation, Fair Use copyright licensing, cyber-security, data privacy and e-commerce. Seemi is a corruption risk assessor and writes independent Governance-related opinions for various platforms including Premium Times.
GODWIN CHIBUZO

GODWIN is a Solicitor and advocate of the Supreme Court of Nigeria. He was called to the Nigerian Bar in 2007 and has since then been in active litigation practice. His practice experience started in the law firm of C. C. Elele and Associates in Aba South East Nigeria. In 2010 He became Head litigation at the law offices of Concord Associates in Abuja and joined A&E Law Partnership in 2011. His litigation experience has included handling and successfully concluding several court cases spanning several subjects, including but not limited to capital market disputes, tenancies, criminal defenses, recovery of debts, validity of import licenses, matrimonial causes, human rights enforcements, access to information, breaches of contracts, land disputes, diplomatic privilege, secured credits and recoveries, compliance with Laws and Regulations of the Nigerian capital market and several commercial disputes etc.Godwin has practiced at all levels of courts in Nigeria from Magistrates, High Courts, the Court Appeal and Supreme Court and currently handles many cases before the three superior courts. He also has experience handling legislative drafting, property documentation and registration and related investigations, family and probate administration matters, and legal issues in Public Finance Management (PFM). CHUKWUMA CHIBUEZE

Chukwuma’s core competences are in the areas of institutional and regulatory reforms, with a bias for Public Financial Management (PFM) Systems, especially Public Procurement Reforms. In Ilo Chambers Chukwuma has worked on several PFM projects including but not limited to researching and producing procurement regulations and Standard Bidding Document for implementation of the procurement laws of three sub-national governments, participated in developing and delivering several institutional support and learning program for the Federal Bureau for Public Procurement and for similar agencies at the sub-national level in Nigeria. Chukwuma has been a member of A&E Law Team providing advisory support for the reform of public finance management laws in Nigeria. He has personally been involved providing advise and support for reform of PFM laws in over ten sub-national governments in Nigeria.He participated in the scoping studies and evaluations of State Systems for the Technical Unit on Governance and Anti-Corruption leading to major reports (www.tugar.ng.com ), including providing hands-on guidance to MDAs in implementing public procurement. Chukwuma has assisted in delivering many International agency funded projects including but not limited to the Pilot Corruption Risk Assessment (CRA) conducted in Nigerian Ports Sector in Nigeria, 2014 (www.tugar.ng.org).Chukwuma has also been part of the firm’s litigation team handling cases that relate to enforcement of human rights and access to information. He was once a Columnist in the Young Lawyers Forum, an extract of the defunct Nigerian Compass Newspapers on Thursdays, writing on many aspects of Nigerian law.Chukwuma holds a Certification in Public Administration (CPA) from the University of Calabar and an LL.B Degree from the University of Abuja and was admitted to the Nigerian Bar in 2011.

Uchechi Dibia is a member of the firm’s Corporate and Commercial practice and the Regulatory and Institutional reform team. She is an attorney with about 15 years’ experience in Commercial and Corporate Practice. She has also practiced as a litigator at the beginning of her legal career handling court room proceedings in the Court of Appeal, State and Federal High Courts. She has handled projects conducting detailed due diligence of company operations and also evaluation of compliance to legal and regulatory regimes in Nigeria. She provides legal support for new investors particularly foreign companies seeking to do business in Nigeria (including documentation). She was part of the A&E team that provided legal support for the implementation of a joint venture partnerships between a Canadian and Nigerian company to facilitate new business opportunities in Nigeria. Prior to joining A&E Law Partnership, she was Head Corporate advisory division in a Consultancy firm, taught Business Law to professionals qualifying as Chartered Accountants in Nigeria and worked on a number of charitable projects providing specialist advisory support from 2007-2013. Uchechi holds an MPhil, and an LLM in International Law from the University of Aberdeen. She is also a Solicitor of the Superior Courts of England and Wales.

Chienye is a member of the firm’s Corporate and Commercial, Regulatory and Institutional Reform team; and. She has experience in general International Corporate Law with emphasis on Company Secretarial Practice and Corporate Governance. She renders full company secretarial services to corporate clients including attendance at meetings, regulatory compliance and filing statutory returns at the Corporate Affairs Commission, she supports client Board Audit and Governance Committees preparing several corporate governance tools. Her work experience has included supporting foreign investors investing in Nigeria in carrying out detailed due diligence and regulatory reviews, supporting partner selection and investigations and drafting and perfecting related agreements including local company acquisitions. Also she has helped clients accomplish trademark, patent, brand name and other intellectual property registrations.She was part of the team that developed the first ever Freedom of Information Proactive Disclosure Manual; and Framework for developing an Information Action Centre in Nigeria. She has participated in the development of a Local Content Execution Policy for companies operating and competing for projects in the Nigerian Oil & Gas Sector.She has been part of A&E Law teams that have developed and implemented Learning programs on Public Procurement and Freedom of Information Act 2011 within Nigeria including implementing similar programs for Senior Judges of Superior Courts of Record, Sharia Courts of Appeal and Customary Courts of Appeal through the National Judicial Institute. TASMI NUH AHMAD

Tasmi’s experience includes working on a number of Public- Private Partnership (PPP) projects in Asia. She along with other consultants assisted an Indian state owned company in setting up a power plant project with the Government of People’s Republic of Bangladesh using the PPP model. She also worked for the largest healthcare service provider in Malaysia in setting up Sheikh Fazilatunnessa Mujib Memorial KPJ Specialized Hospital & Nursing College in Bangladesh, which is a BDT 2.15 billion (€20 million; $28 million) PPP project of the Government of People’s Republic of Bangladesh. She has advised on models to be adopted in specific PPP project in Nigeria and in the past on several related issues including due diligence, structure, negotiations, payment forms, SPV shareholder agreements, and other PPP related transaction documentation.Ms. Tasmi Nur Ahmad has experience supporting businesses considering investment opportunities in Nigeria. In this regard she has been member of and supporting the firm’s team preparing guidelines for foreign investors, and compiling regulatory and compliance requirements applicable in Nigeria for different sectors. She is knowledgeable about the regulatory and compliance issues relating to the Nigerian Local Content regime, and worked to support corruption risk assessment (CRA) for three Millennium Development Goal (MDG) sectors of Nigeria; namely Education, Health and Water sector, as well as supporting the adoption of recommended measures from the Nigerian Port sector CRA. Her research interest is in the regime, tools and processes for compliance by businesses under the US Foreign Corrupt Practices Act 1977 and UK Anti-Bribery Act.
